Unless an individual is a United States citizen, they require authorization in order to be legally present in the United States. The entire immigration authorization process came under attack when the lives of so many people changed on September 11, 2001; and since that time, the government entities that deal with immigration have been deconstructed and totally reassembled. Immigration laws continue to change on a regular basis, affecting individuals on the most personal levels – from international couples who want to wed or families seeking to adopt an orphaned child from a far away country, to international students who want an education from a school in the United States, and basic international tourists.

Businesses, too, are feeling the post-9/11 changes, as they answer more questions and provide more documentation than ever in order to obtain federal authorization for employment of a foreign national.
